New UW-Madison policy on minimum qualifications for instructors

This spring, the University Academic Planning Council approved a new Policy on Minimum Qualifications for Instructional Staff that will become effective Fall 2016. The policy contains two significant elements: instructors are expected to hold a degree one level higher than the one their students are pursuing, and instructors must have instructional appointments while they are teaching credit-bearing courses.
