No-Cost Extension and SubProject Requests are now routed through WISPER

As of December 2nd, WISPER will now be used for all no-cost extension and subproject requests, under existing awards. For no-cost extensions, Casey Hillmer will continue to be the contact in CALS – the process will be as follows:

1. Department create WISPER record, selecting NoCostExt document type.
2. Complete Basic Info, Submission Instructions, and Compliance sections of the General tab in WISPER.
3. Under the Attachments tab, upload the no-cost extension request letter.
4. Route the WISPER record to 07-CALS.

Please note that the requirements for the no-cost extension request letter itself have not changed (including the need for PI signature on the letter). However, CALS will not require PI signature on the WISPER records for no-cost extensions.

The no cost extension guidance page on the RSP website at:  http://www.rsp.wisc.edu/awardmgt/nocost.html has been updated to reflect the new guidance.  Detailed, step-by-step instructions are posted at: http://www.rsp.wisc.edu/awardmgt/NCE_Process.pdf

For subproject requests:

1. Department create WISPER record, selecting  Subproject document type.
2. Complete Basic Info and the Compliance Sections of the General tab in WISPER.
3. Under the Attachments tab, upload the single or multiple subproject form, scope of work and a budget.
4. Route the WISPER record to 07-CALS.

RSP postaward will continue to process the no cost extension requests that are already working their way through the system via hard copy and email as will RSP preaward process subproject requests already in the pipeline.  RSP anticipates that these should work their way through the process within a few weeks and hopes that effective January 1, 2011, all requests will be routed via WISPER only.
