The Office of State Employment Relations suspended all delegation for granting Discretionary Compensation Adjustments (DCA) last week. This is one of the measures the Governor implemented to address the current budget concerns. The requirements indicated by OSER are as follows:

• No DCAs will be granted regardless of justification.
• DCAs that were approved by Classified Human Resources prior to the afternoon of November 21st will be entered in payroll.
• DCAs pending CHR approval will need to be canceled.

When/if DCAs become viable in the future, departments will need to resubmit new transactions for prior pending requests and will not be able to request a retroactive date.
